James A. Rothrock
Commissioner of the Department of Rehabilitative Services
James A. Rothrock is a native of Martinsville, Virginia, who has been involved with disability advocacy and programming for more than 40 years. In January 2006, he was reappointed to the position of Commissioner of the Department of Rehabilitative Services by the Honorable Timothy M. Kaine, Governor of Virginia. He has previously held executive positions in the Baliles/Wilder/Warner Administrations.
He is a graduate of St. Andrews Presbyterian College in Laurinburg, North Carolina, and obtained his Master´s Degree in Rehabilitation Counseling at Virginia Commonwealth University in 1978. In March, 2002, he was the recipient of the "Outstanding Achievement by an Alumnus Award" which was sponsored by the VCU School of Rehabilitation Counseling and in April of 2006, St. Andrews acknowledged him as a "Distinguished Alumnus".
Prior to his current position, he represented a wide array of disability programs at the state level and was responsible for legislation and budgetary actions which expanded the network of services to Virginians with disabilities. He is also certified as a Licensed Professional Counselor by the Commonwealth.
He is a graduate of Leadership Metro Richmond and the Virginia Executive Institute and has several publications on leadership and counseling.
Rothrock is on or has served on numerous community boards for private non-profit organizations in Richmond (Housing Opportunities Made Equal and A Grace Place to name two). He also serves as a Deacon at Grace Baptist Church.
A resident of Henrico County, Rothrock lives with his wife, Jane, a management consultant. His son and new daughter-in-law, Sam and Rebecca, are students at Liberty University.
